Radial blurs are a great effect available in Photoshop. It does what it says, allowing you to blur a part of the image.

There are two types of radial blurs in photoshop, zoom and spinning. The zoom blur has the effect of zooming into the image making the outside of the image look, well.... blurred. The spinning blur spins the image to give the blur effect.

These effects can be achieved with a normal camera when taking a photo but to make things easier lets just do it in Photoshop.

Spinning Blur
1) Find a photo and open it in Photoshop. Im using the following image:

2) Go to Filter >> Blur >> Radial Blur. The following window will then be shown:

3) Use the following settings. Make sure that Spin is selected for the Blur Method.

4) Click OK. You should then have something similar to the following:

Zoom Blur
1) Find a photo and open it in Photoshop. Im using the following image just like before

2) Go to Filter >> Blur >> Radial Blur. The following window will then be shown:

3) Use the following settings. Make sure that Zoom is selected for the Blur Method.

4) Click OK. You should then have something similar to the following:

And thats it. Simple!
